The starter structure generated before real work begins — folders, templates, checklists, empty-but-shaped files. Scaffolding is cheap, fast, and wrong in places; that's expected.
Why it matters: agents work dramatically better filling in structure than facing a blank page — and so do the humans reviewing them. Scaffold first is the standard opening move.
